Rosa was leasing an apartment in the city. Because of the Rent Control Law, her landlord could not increase the rental as much as he wanted to, nor terminate tier lease as long as she was paying her rent. In order 10 force her to leave the premises, the landlord stopped making repairs on the apartment, and caused the water and electricity services to be disconnected. The difficulty of living without electricity and running water resulted in Rosa’s suffering a nervous breakdown. She sued the landlord for actual and moral damages.
